INDIA Unlock 4.0 to observe major relaxations 

INDIA Unlock 4.0 to observe major relaxations by The Ministry of Home Affairs where they have revealed the guidelines for Unlock 4.0 which states that the states can no longer impose lockdowns outside containment zones without the Centre’s permission and must not seal borders. The Unlock 4 comes into effect from September 1, 2020 and the re-opening activities have been further extended. The guidelines have been formulated on the basis of feedback received from States and UTs.

Features of the new guidelines

1. Metro services will commence from September 7 in a graded manner by the Ministry of Housing and Urban Affairs (MoHUA).

2. Social, academic, sports, religious, cultural, entertainment and political functions can take place from September 21, 2020 with a ceiling of 100 persons. Such limited congregation can be held with mandatory wearing of masks, social distancing, thermal screening and hand wash or use of sanitizers.

3. From September 21, 2020, open theatres will be permitted to open.

4. From September 21, 2020, outside containment zones, States/ UTs may permit up to 50 per cent of teaching and non-teaching staff to be called to the schools at a time for online teaching/ tele- counselling and related work.

5. Only essential services will be allowed in containment zones and lockdown will continue in the containment zones till September 30.

6. Schools, colleges, educational and coaching institutions will continue to remain closed for students up to September 30, 2020.

7. Cinema halls, swimming pools, entertainment parks, theatres will continue to remain closed.

International air travel, except as permitted by MHA, to remain suspended. Train services will also remain restricted.

8. Persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.

9. Skill or entrepreneurship training will be permitted in National Skill Training Institutes, Industrial Training Institutes, and short-term training centres registered with the National Skill Development Corporation or State Skill Development Missions or other ministries of the Centre and states.
